SummaryResponsible for providing technical expertise on various business systems used within Water Utilities and Wastewater Treatment; working to enhance current and future business flow processes. Also responsible for serving as the first point of contact for issues relating to field computers and wireless modems.

Salary: $62,550 - $81,249, depending on qualifications and experience

Essential Duties and Responsibilities Other duties may be assigned.
  • Coordinate new enhancements, system changes, upgrades, issues with various users, Water Information Services, and the City's IT personnel

  • Coordinate and develop training materials and provide training, as necessary, to application system(s) users.

  • Monitor and maintain user testing of asset management application system(s) after modifications or updates.

  • Provide daily quality control function for assigned application system(s) in the collection, entry, and analysis of asset management data, in GIS and asset management systems.

  • Maintain hardware inventory for cell phones and vehicle-installed devices, and coordinate repairs/replacement of equipment with IT.

  • Communicate with city departments and vendors

  • Gather and define requirements; analyze department business processes, historical information, and spatial data related; and research potential solutions in order to provide recommendations on changes or improvements.

  • Gather end-user requirements for the development of user reports or end-user documentation.

  • Strong understanding of IT systems and the ability to troubleshoot software applications and hardware issues in a timely manner. Such systems may include vehicle-mounted modems and toughbooks, workstations, business software, and specialty equipment used in the field.

  • Maintain a high-level of customer service.

  • May assist with operational duties of assigned department.

Minimum Qualifications
  • Associate's Degree

  • 3 years related experience

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred QualificationsEducation/ Experience:

  • 4 year college degree in Business, Information Systems, or related field of study

  • 3 - 5 years' experience with application maintenance and support

  • 1 - 2 years' experience working directly with end-users in public works

Knowledge, Skills & Abilities
  • Proficient understanding of application software systems from an end-user perspective

  • Proficient knowledge of automated systems - hardware, software, databases

  • Proficient knowledge of business processes for assigned function such as financial analysis/accounting, asset management, work management, and or inventory

  • Ability to analyze, define and document business requirements for automated and manual processes, using tools such as Microsoft Visio or Microsoft Excel

  • Ability to define and create ad hoc reports using Crystal Reports and/or Dream Reports report writing tools, and Excel pivot tables

  • Ability to apply cross-functional knowledge

  • Understanding of GIS concepts and spatial relationships a plus

  • Understanding of Cityworks Asset Management Software a plus

  • Understanding of SCADA systems, a plus

  • Skill with developing interpersonal relationships for work with users to define system requirements and resolve problems

Licenses and Certifications
  • Valid Class C Texas driver's license
